Assistant HR Manager

Responsibility :

Assist in workforce planning aligned with the Company's business growth and project requirements.

Manage the end-to-end recruitment process, including job advertisements, candidate screening, interviews, selection, and onboarding.

Coordinate with project managers and department heads to fulfill manpower requirements for headquarters and project sites.

Monitor recruitment lead time and develop talent pipelines for critical and technical positions.

Handle employee grievances, disciplinary matters, domestic inquiries, and provide guidance on employee relations issues.

Ensure full compliance with the Malaysian Employment Act, Industrial Relations Act, and other applicable labour legislation.

Liaise with government agencies including JTK, PERKESO, KWSP, and other statutory bodies on HR-related matters.

Support the implementation of performance management systems, KPI monitoring, and employee performance appraisal processes.

Prepare HR reports, analyse workforce data, and provide recommendations to Management for strategic decision-making.

Assist in payroll verification and administer employee compensation, benefits, leave, insurance, and statutory contributions.

Identify training needs, coordinate learning and development programmes, and maintain employee training records.

Develop, review, and implement HR policies, standard operating procedures (SOPs), and best HR practices across the organisation.

Maintain accurate HR documentation, employee records, and support the implementation of digital HR or ERP systems.

Ensure HR compliance with company policies, ISO management systems, and statutory audit requirements.

Monitor foreign worker documentation, work permits, renewals, hostel compliance, and other regulatory requirements where applicable.

Oversee daily HR operations including attendance, leave administration, onboarding, offboarding, and employee database management.

Supervise HR Executives and administrative personnel to ensure efficient delivery of HR services.

Drive employee engagement initiatives and foster a positive, safe, inclusive, and high-performance workplace culture.

Support organisational development, change management initiatives, and HR strategies aligned with the Company's business expansion.

Carry out any other duties and responsibilities as assigned by the Management from time to time.

Academic Qualification :

Diploma / Bachelor Degree in Human Resource Management or equivalent

Skills & Experience :

Strong knowledge of the Malaysian Employment Act, Industrial Relations Act, and other relevant labour laws.

Experience in the construction, engineering, utilities, or infrastructure industry is preferred.

Excellent interpersonal, communication, and conflict resolution skills.

Ability to manage and coordinate a multi-site workforce, including headquarters and project sites.

Strong analytical, reporting, and organizational skills with attention to detail.

Leadership capability with the ability to manage, motivate, and develop a team.

Proficiency in Mandarin is preferred to facilitate communication with stakeholders and business partners.
